Candidates for Norwich City Council

Joseph DeLucia
I am a Norwich native and one of five boys raised in this city, who attended its public schools, and graduated from The Norwich Free Academy. I have two wonderful children in their 20’s who are proudly 3rd generation NFA alumni. I am a former Norwich Police Officer, a former business owner in the city, and now an incumbent City Council Alderman.
I am a retired teacher for the CT Technical Education and Career System. I earned a Bachelor's Degree in Architectural Engineering from the University of Hartford, a Master’s Degree in Teaching and a 6th year Degree in School Leadership from Sacred Heart University.
I own my home in East Great Plain and enjoy doing small fixer-upper projects around the house. The Norwich City Council has been my first elected office, but I have a record of involvement in the community through Norwich Little League, the Boy Scouts of America, and served on the recently completed William J. Johnston Middle School Building Committee in Colchester, CT.
I am enjoying my time on the City Council. As I often say; It is more work than I thought it would be, but I am loving it more than I thought I would.

Shiela Hayes
I was elected in 2023 to serve as Councilwoman for the City of Norwich.

I currently serve on the City of Norwich School Building Committee 2020, City of Norwich Health Equity Committee, St. Vincent DePaul Place of Norwich Advisory Board and The Arc of Eastern Connecticut Board of Directors. I serve as a Corporator of Norwich Free Academy and of Chelsea Groton Bank.
I am a founding member and Vice Chair of Sankofa Education and Leadership, Inc/Public Art for Racial Justice Education (PARJE). I am a member of the Rotary Community Corps of Norwich and the 1st Vice President of the NAACP Norwich Branch. I am the Moderator at Greeneville Congregational Church.

Tracey Burto
A native of Manchester, CT, Tracey is seeking a second term as an Alderwoman. She was born in Hartford, CT and raised in Manchester. She holds a BS from the University of Phoenix in Security Management and a master's degree in business management and administration. She is a member of the National Honors Society
A strong advocate for women's rights, animal rights, Tracey has organized several rallies in support of immigration such as Lights for Liberty. Tracey was also Co-Organizer for the Italian Festival.
During her time as a previous alderwoman she co-wrote the dirt bike and ATV ordinance and also served on the Public Safety Committee. Her interests include baking Italian desserts, traveling, fashion and the arts and learning about other cultures.

Enock Petit-Homme
Enock Petit-Homme is an active member of the City of Norwich. He is a proud alumni of our prestigious high school, The Norwich Free Academy. He later attended Three Rivers Community College where he earned an Associates Degree followed by Eastern Connecticut State University.
Enock is currently working as a Family and Community Liaison at Norwich Free Academy his responsibilities include but are not limited to supporting the school improvement by fostering family and community engagement through collaboration with various community agencies and service providers to build capacity and partnerships to support families.
Enock has dedicated most of his life to advocate for the voiceless in our community. In an effort to reduce violence in our city, Enock has worked alongside NFA and the Norwich Police department and created a successful summer Youth non-violence pilot program which we hope to continue during the school year.
Enock also provides free mentorship for a group of young boys, where he tutors them in mathematics, Spanish and French. In addition, Enock currently serves in various local community committees including the NAACP, Sankofa Educational Leadership, Inc/ Public Art for Racial Justice Education (PARJE).

Zato Kadambaya
Zato Kadambaya, born in Togo (West Africa) is blessed to call home the great city of Norwich. Mrs. & Mr. Kadambaya raised their two children in the NPS and NFA. Currently he is a mathematics teacher at Windham technical school. Mr. Kadambaya is also an instructor for the state alternate route to certification program (ARC). Mr. Kadambaya was a math teacher and the Head of the mathematics department (HOD) at NFA. Mr. Kadambaya also served as mathematics supervisor 6-12 for the NLPS.
Mr. Kadambaya is an author of a recent book about education and how to help students and educators succeed.
Mr. Kadambaya is an active member of NAACP, Norwich branch. He is a Board Member of Sankofa Education and Leadership Inc/Public Art for Racial Justice Education (PARJE). Mr. Kadambaya is an active Corporator for the Day Kimball Hospital. Mr. Kadambaya is a co-founder of Africaphilantropies, an NGO based in Norwich.
Mr. Kadambaya served on the Norwich Board of Pension and Personnel. He was the Vice Chair of the Ethics Commission for the Town of Plainfield, CT.
Mr. Kadambaya believes that Norwich is blessed with its strategic location. For him, Norwich needs the right leadership to take this potential to realization.
Mr. Kadambaya has a unique background and set of experience needed to move Norwich forward. An Engineer by training and a Leader in Education, Mr. Kadambaya is ready to put his skills to work for the people of Norwich.

Jill Zuccardy
Jill was born in 1965 at Backus Hospital. Her entire childhood was spent in Norwich, first on Manwaring Road, then on Pine Street, then Stony Ridge Road. Jill spent her grammar school days tooling around on a Free Spirit bike purchased with babysitting money, and enthusiastically participating in youth activities at Sts. Peter and Paul Church where her family worshipped. Jill worked at the Norwichtown Mall throughout high school and on breaks from college at UConn.
After graduating from UConn in 1987, Jill set off for the Big Apple to attend law school at New York University. She wound up staying in NYC for 30 years. As a lawyer, Jill dedicated herself to public service. As a result of her activism and accomplishments, Jill has been invited to speak and to conduct training of attorneys, judges and social workers throughout the country – and once in Australia! – on family law issues, and has been given numerous awards for public service. When Jill and her husband thought about leaving New York City, the only place they considered moving to was Jill’s beloved hometown of Norwich. They bought their Norwich home in 2019. They joined the Norwich Lions in honor of Jill’s father and became wholeheartedly involved in the community. Jill began attending City Council meetings, reading background material, asking questions and becoming increasingly aware of the challenges faced by our Alderpersons. Never one to shy away from a challenge, in June 2025, Jill decided to run for City Council. Norwich is on the cusp of great things – including things that will enable the lowering of real estate taxes – and Jill hopes to be a part of turning the possibilities into realities.
